would a part time lodger (with own main residence) count towards a HMO household?

hi Louise, not generally but it does depend on the council alas. I’d say NO but check the local council website for what they consider a HMO.

Hi if A landlord rents out multiple rooms & requires A HMO license who’s responsibly is it to pay the council tax?
